Sufmi Dasco Ahmad, Deputy Speaker of the Indonesian House of Representatives (DPR RI), recently took the initiative to distribute the draft of the Indonesian National Armed Forces (TNI) Bill to journalists. This move was a direct response to concerns circulating on social media regarding alleged deviations in the bill from the actual discussions within the DPR. Dasco clarified that the versions of the bill circulating online differ from the one being debated in Commission I of the DPR RI. The focus of the bill revisions is on enhancing the legal frameworks to prevent potential future violations, especially in three specific articles.
The three key articles under review include Article 3, Paragraph (2) concerning defense policy and strategy coordination, Article 53 regarding the retirement age of TNI personnel, and Article 47 permitting active-duty TNI personnel to assume positions in certain ministries or government institutions. Prior to this, Minister of Defense Sjafrie Sjamsoeddin had submitted a list of problem inventories (DIM) for the TNI Bill to the DPR, outlining proposed amendments to the existing TNI Law. Sjafrie reiterated that the revisions are specifically targeted at the three aforementioned articles, with a focus on upholding civilian supremacy in the role and operations of the TNI.
The distribution of the draft to journalists was intended to clarify any misconceptions and criticisms surrounding the TNI Bill. Dasco urged journalists to personally review the draft to fully comprehend the proposed revisions and address any concerns raised on social media. The primary objective remains to maintain civilian supremacy within the TNI, with the DPR committed to transparent discussions and legal enhancements in defense-related policies.
